I think it's pretty powerless really, so I never bother with the title and don't care who has it as long as I can get the points to go my way.
I'm not sure anyone in my gaming group sees this as important either, though if someone was a strong political race, you would want to be careful what you bring up for vote so it may be useful then. But other than that, you can pay of no mind.
