You use these to solidify a vote in your favor, but in return they have power over you during the game. Once a note is received you MUST dedicate all your votes that way.
I never give these away. I try to smooth talk everyone at first and if that doesn't work, I let the vote slide against me. (which doesn't happen that often I should add)
BUT every single player in my group uses them constantly to secure votes they think they must have. I'm surprised a few of them even give up "Support for the Throne" which is basically a VP.
My advice, don't use them. But always accept them from other players (if it's to your benefit)
